Prof. (Dr.) Hem Chandra is a nationally revered name in the field of Hospital and Health Administration with over four decades of distinguished service as an academician, administrator, public health expert, and policy influencer. Currently serving as the Advisor to the Hon’ble President and Director of Hospital Services at Swami Ram Himalayan University, Dehradun, he previously held the esteemed position of Vice-Chancellor at Hemwati Nandan Bahuguna Uttarakhand Medical Education University, where he transformed the landscape of medical education and healthcare delivery in the state.

An alumnus of KGMC, Lucknow and AIIMS, New Delhi, Dr. Hem Chandra is the first professionally qualified hospital and health administrator in Uttar Pradesh and Uttarakhand to hold an MCI-recognized postgraduate degree in Hospital Administration. His academic contributions include initiating MD/MHA/DHA courses across leading institutions such as SGPGIMS, KGMU, BHU, and HNB Medical University, and supervising more than 180 research publications and 12 book titles.

He has been instrumental in national capacity-building, having conducted over 126 professional development programs, and under his leadership, the IGNOU centre at SGPGIMS earned the recognition of a Centre of Excellence, bagging 5 national gold medals. Dr. Hem Chandra also played a pivotal role during the COVID-19 crisis, leading the State-Level Task Force in Uttarakhand and directly impacting more than 17,800 healthcare providers through training.

He holds Fellowships from three Royal Colleges—London, Glasgow, and Edinburgh—and is the first hospital administrator in India to achieve such distinction.
